In the continuing aftermath of last year’s coup in Egypt, President al-Sisi has decreed that all “public and vital facilities” are under the jurisdiction of military criminal courts. The extra-parliamentary decree allows for state prosecutors to refer any crime meeting that description to military prosecutors. General Medhat Ghozy, the head of the Military Judiciary Authority, says that this extends military jurisdiction to “any building or property that provides a “general service” or is state owned.” On November 16 of this year, 5 university students charged with protest-related offences, had their cases referred to military courts. While historically, Egypt’s military courts have tried civilians, this marks a substantial expansion of the military’s jurisdiction over civilian affairs.
