Human Rights Watch is calling upon the Cambodian government to stop obstructing the persecution of former Khmer Rouge officials. Im Chem and Meas Muth, local Khmer Rouge leaders during Pol Pot’s regime, have been charged by the UN co-selected investigating judge with crimes against humanity and war crimes. It is alleged that the UN backed tribunal is being frustrated by the Cambodian co-investigating judge who is refusing to forward these cases to the police. Created in the 2003 after years of negotiation, the UN tribunal has spent more than $205 million and has to date only brought 5 Khmer Rouge leaders to trial. Human Rights Watch is calling upon the UN to withdraw its participation from the Court if if the Cambodian government does not cease with its obstruction.
