Amnesty International & Human Rights Watch are both reporting an increase in civilian casualties in eastern Ukraine in the last few days. Both organizations are criticizing both the government and separatist forces for engaging in military operations with little regard for civilian casualties. While Amnesty International holds both sides of the conflict responsible for the rise in civilian casualties, Human Rights Watch states that it is more likely separatist forces were responsible for the most recent egregious violence against civilians. Amnesty says that the attacks themselves may amount to war crimes.
